It's unclear to me: in a hybrid setup with Exchange on-prem combined with Exchange Online (i understand such a setup is possible) who can actually respond to the REST request, and if the response can also come from the on-prem Exchange server in this hybrid setup. I use Office.context.requirements.isSetSupported('Mailbox', '1.5') to get the attachments. You also shouldn't be doing anything as domain admin, the system may not work with this account for obvious security reasons - can you try a standard user or user with local admin? We have an iframe taskpane add-in that doesn't use the REST API as far as I know.

The documentation implies that this is because the user's mailbox is a dedicated exchange server, hasn't been migrated or doesn't have Flow enabled. We tried it on 2010, 2013, 2016 and 2019 versions and none of them worked. REST API is not yet supported for this mailbox.
